Can my Virtual Assistant work on holidays?, weekends, or after-hours?

Depends on what you have agreed with your VA, working on holidays is not something usual, but if it is necessary, your VA will work for you on holiday.

Can my Virtual Assistant help me file my taxes?

Depending on your agreement with your VA and also his knowledge of taxes in your country. But he always can do basic bookkeeping (Wave or Quickbooks) so that you can help you with your taxes.
